Study visit to Hedmark/Värmland. Cross-border labor market and combating youth unemployment.
A study trip to Norway and Sweden dedicated to the cross-border labor market and combating youth unemployment took place from 27th to 29th of March.

Representatives from Estonia, Latvia, Lithuania, Finland, Norway, Sweden, Kaliningrad, Vyborg, St. Petersburg, Murmansk, and the Republic of Karelia took part in the trip.
A Norwegian evening was organized for the participants and partners of the project in the city of Hamar, which is the administrative center of Hedmark province on the first day of the study tour. The guests were greeted by the governor of Hedmark and he wished everyone fruitful work.
The group went from Hamar to Morokulien, where the information center on the Swedish-Norwegian border is located. Representatives of the information center spoke about cross-border opportunities aimed at the integration of Norwegian and Swedish businesses and the labor market.
The performances of representatives of the Norwegian Social Service (NAV) and the Swedish Employment Center were of great interest. They shared their experience of working with youth unemployment. Non-working young people receive high unemployment benefits and this leads to a lack of motivation from young people's side in some cases. They stressed that one of the main reasons why young people are unemployed is also lack of mobility.
The participants of the study trip went to Karlstad, a city in Sweden, the center of the province of Varmland at the end of the seminar in Morokulien. The Governor of Varmland greeted guests at his residence in Karlstad.
A study visit to the Karlstad Innovation Park at the University of Karlstad was organized on the last day of the program. Young entrepreneurs introduced the project supporting Start-Ups among young people in Varmland, and they also shared their business development experience among young entrepreneurs and students in their region.

The international seminar on "Business and the creation of new jobs and sustainable growth of businesses in the border regions" within the framework of the international project "ComUnYouth", the purpose of which is to improve the employment situation of young people in the border areas of North-West Russia, Northern Europe and the Baltic States was conducted on the 19-20th of January 2017 in Kaliningrad. The project is implemented by the "Karelian Resource Center of NGO’s'" supported by the Nordic Council of Ministers. The seminar was attended by representatives of Estonia, Finland, Lithuania, Norway, St. Petersburg, Kaliningrad, Karelia.
The International seminar was organized by the project partner: the Charity fund community "Kaliningrad". Irina Melnichuk, deputy director of the Charity fund community "Kaliningrad", and the General Director of "KRC" Nikolai Oskin welcomed the guests and wished them fruitful work.
Participants talked about the companies that they represent and share their experience. Andrew Gromnyuk shared experience of charity shops «Danke shop», which set special containers in the city, where citizens can bring their unwanted things, and then things are sorted. About 90% is distributed to charitable organizations in different fields and distributed to needy in the station of issuance of things.
Nadezhda Venzhina talked about how they form a community of social entrepreneurs of Kaliningrad region «GOROD & MORE», conducting educational events, meetings, round tables, conferences of all sizes, as well as helping social projects to grow and develop, using entrepreneurial methods and business tools.
Six projects in Kaliningrad received funding in the contest "Active generation". Among them is the project "People's guide", within this project the methods of teaching people age 50+ the profession of speaking guide were established. Victoria Korneva said that people in this age who get additional profession of a guide, a conductor have a number of benefits: additional income, communication with different people, social mission.
Attracting young people to work in large enterprises is one of the most important areas of the fight against youth unemployment, as a whole, and we have successfully started to cooperate with brewery "Baltika" in St. Petersburg within this project.
In the session "Big business and personnel working with young people," Mikhail Plyukhin, Vice-President of Human Resources, Social Development and General Affairs "AVTOTOR Holding Management" told about the company's programs in the field of attracting young professionals. After the seminar a working visit to the company "AVTOTOR Holding Management" was organized. The participants had a small briefing, and then a training center was showed (a joint project with the technical school of branch technologies), then there was a small tour of the production (manufacturing and welding of the production of passenger cars (Hyundai, KIA).

International seminar «Youth unemployment among social risk/vulnerable groups. Flow of information and cooperation of public agencies responsible for youth unemployment across the border» within the framework of the international project "ComUnYouth" (Combating Youth Unemployment) took place on the 16-17th of March 2017 in Daugavpils, Latvia.
The aim of the project is to improve the employment situation of youth in the periphery in Russian-Nordic-Baltic border areas and to empower youth to take an active role in the process of combating unemployment as well as in the implementation of concrete activities. Representatives of Estonia, Finland, the Republic of Belarus, Lithuania, Latvia, St. Petersburg, Kaliningrad, Vyborg, and Karelia took part in the seminar.
The international seminar was hosted by the Euroregion "Country of lakes", Latvian office. Three sessions were organized on various topics such as "Youth employment, social social affairs and inclusion", "The link between education and training systems and the world of work", "Social entrepreneurship in support of youth from social risk / vulnerable groups" within the framework of the seminar.
Tatyana Shatalova talked about the problems concerning the employment of people with disabilities and disabled persons on the example of St. Petersburg SBI Vocational and Rehabilitation Center. She stressed that 263 students were sent to work practice, 193 graduates were employed, 49 graduates were sent for training over the past three years.
Current situation of young people's employment in Finland and South-Karelia was shared by Helena Puustinen, Ville Kallio and Emilia Karhu. They told that the economic situation in Europe have had an impact on the employment of young people in Finland.
Employers hire less, for example, during seasonal work in summer.
It is difficult for young people to find a job in summer without good contacts, however, 53% of young people think that Finland is a good place to live.
Galina Unukovich shared her experience in youth employment, participation in the solution of social issues in the Republic of Belarus on the example of the Glubokoe district, Ekaterina Silyanova told about social entrepreneurship in the Kaliningrad Region. Six Kaliningrad projects received funding from the contest "Active generation". A methodology for teaching people the profession of a guide at the age 50 and over was developed within the project "People's Guide".
The experience of the Vyborg District was of great interest. Natalia Belenova, chairman of the Committee for Social Protection of the Population of Vyborgsky Municipality, Leningrad Region, spoke in detail about the individual rehabilitation program for disabled people. The individual rehabilitation program for disabled people contains the following activities: medical rehabilitation or habilitation activities; activities of vocational rehabilitation or habilitation; activities of psychological and pedagogical rehabilitation and habilitation; activities of social rehabilitation or habilitation; pphysical culture and sports.
