A checklist of work permit’s documentation for foreign citizens, arriving in the Russian Federation in a manner not requiring a visa.

The list of documents required to obtain work permits for foreign citizens arriving in the Russian Federation in a manner not requiring a visa (Armenia, Azerbaijan, Ukraine, Tajikistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Moldova).

A foreign citizen who has arrived in the Russian Federation in a manner not requiring a visa, either personally or through the organization engaged in the prescribed manner the employment of foreign citizens, or through a person acting in accordance with the civil legislation of the Russian Federation as a representative of this foreign citizen should submit in FMS of Russian Federation in the Republic of Karelia (Petrozavodsk,. A. Nevsky avenue, 17):

 

1. Application form for a work permit (form is issued), filled by a foreign citizen in so far as it relate to him (her), printed in Russian letters without abbreviations and corrections with pasted in color photo of 3 to 4 cm (strictly by size, in somber clothes on a light background) + copy of completed application;

2. Document of identification of foreign citizen recognized by the Russian Federation in this guise;

3. Migration card;

4. The original document confirming the payment of state fees (2000 rub.) for work permit issuance.

A foreign citizen who has received a work permit is required to:

• engage in labor activities only in the Republic of Karelia;

• in case of the work permit issued to a foreign citizen for more than 90 days, he (or she) must submit within 30 days after obtaining of a work permit documents confirming the absence of the illness in the Migration Service:

 

1. drug dependency - State health care institution “ Republican narcological dispensary” 185000, Petrozavodsk, M.Gorkogo Street, 16;

2. certificate of absence of AIDS (HIV infection) - State health care institution “National Center for the Prevention and Control of AIDS and other infectious diseases”- 185031, Petrozavodsk, Vidanskaya Street, 17A (code of disease - В 20 - В 24);

3. tuberculosis: - State health care institution “Republican TB dispensary ” - 185620, Petrozavodsk, Lva Tolstogo Street, 40 (code of disease -  А 15 - А 19);

4. leprosy and sexually transmitted diseases, STD - State health care institution “Republican dermatovenerologic dispensary of the Republic of Karelia” - 185002, Petrozavodsk, Frunze Street, 10 (code of disease- А 30, А 50 - А 53,9, А 55, А 57).

Notice: The validity of medical certificates should be not more than 3 months from the date of the medical examination.

Changes to the migration legislation:

Please be informed that from 1 January 2014 in accordance with enacted into Federal law on December 28, 2013 № 389-Federal law  on amendments being made in the Article 27 of the Federal Law” "On the procedure for exit from the Russian Federation and entry into the Russian Federation" and the article 5 of the Federal Law "On legal Status of Foreign citizens in the Russian Federation", the period of temporary stay in the Russian Federation of a foreign citizen who has arrived in the Russian Federation in a manner not requiring a visa can not exceed a total  90 days over each period of 180 days, except for the cases contemplated by the Federal law of July 25, 2002 № 115-Federal law "On the Legal status of Foreign citizens in the Russian Federation", and in case if such period is not extended.

Entry into the Russian Federation of a foreign citizen or stateless person is not permitted within three years from the date of departure from the Russian Federation in case if he(or she) during the period of the previous stay in the Russian Federation exceeded the period of total 90 days over each period of 180 days (subparagraph 12 of the first part of Article 27 of the Federal Law № 114-FZ "On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation").

Please, take note of the procedure!  It does not apply to foreign citizens and stateless persons, when on the actual date:

• the period of temporary stay is extended;

• temporary residence permit or residence permit is issued;

• the application form  and other documents required for obtaining a temporary residence permit were admitted;

• a work permit or a patent was obtained as applicable;

• employer intercession to foreign citizen’s employment is admitted in the capacity of highly trained professional;

• employer’s  application for the extension of a labour permit issued to this highly trained professional is admitted;

as well as (on condition that the period of temporary stay is extended ) towards:

• journalists accredited in the Russian Federation;

• students studying in the educational institutions of the Russian Federation;

• foreign citizens and stateless persons who are treated in health care centers of the Russian Federation.

In case of deciding of a long term stay or residence on the territory of the Russian Federation, the foreign citizen and stateless person who has arrived in the Russian Federation in a manner that does not require a visa, should complete  approval documents  for exercise of profession (work permit or patent) or temporary residence permit.

 

Decisions of reduction of stay period  will be made in the case of  those foreign citizens and stateless persons who have entered  on the territory of the Russian Federation exceeded  the total period of 90 days over each period of 180 days, and in case that these citizens do not leave the Russian Federation, they will be exposed to the deportation procedure outside the territory of Russian Federation in accordance with the article  25.10  of the Federal Law of August 15, 1996 № 114 – Federal Law “On the procedure for exit from the Russian Federation and entry into the Russian Federation”.
